III Chelyabinsk No‑Festival of Video Art and Animation

I. Conception, goals and tasks

1.1. No-Festival of Video Art and Animation (further — No-festival) — is non-commercial cultural action which aim is to widen the field of contemporary art in Chelyabinsk and also to stimulate and support the beginners, to involve in the artistic process new generation of authors, and to attract the attention of the general public to the processes in contemporary video art.

1.2. The main task of No-festival is to introduce the public to the art of the new media, avant-garde way in the work of the contemporary video artists and animators, who make experiments with the language, context and technique of electronic and digital mass media.

1.3. The name of the festival, which includes the word «no», defines many-sided interpretation and wide range of themes, which are given to the participants. One of the interpretations assumes that art and culture often are based on the refuse from all kinds of attractions, views and so called prohibitions or, on the other side, are based on the compromise with them. In other words, whatever ways the artist chooses to express himself in a masterpiece, somehow or other, the content of his creative work can be expressed in a simple formula of perpetual confrontation of the words YES/NO.

II. The founders of No-festival

2.1. The founders of No-festival are the group of independent organizers with support of Pushkin cinema.

2.2. Executive committee of No-festival

2.2.1. The executive committee is set to prepare and hold No-festival. In this committee are included the representatives of founders, organizers and sponsors of No-festival.

2.2.2. The executive committee: plans and coordinates the preparations and holding of No-festival, takes control of the work of the festival; makes decision about taking part for foreign participants; confirms the Official standing of No-festival, General plan of preparation and holding of the festival, budget of the festival, the stuff of creative committees, report on the results of the festival.

III. General positions

3.1. In the program of No-festival are presented Russian and foreign films.

3.2. The program of No-festival includes:
— The contest program in nomination «Animation» (first day);
— The main contest in nomination «Video art» (second day);
— Off-program: retrospective of German video art, jury’s programs (second and third days).
We are also planning to hold the seminars and lections with the members of jury, special guests, participants and spectators.

3.3. The schedule of film showing is formed by the directorate of Pushkin cinema together with the group of independent organizers.

3.4. All the participants will be informed about festival program at latest on October 5th, 2010.

3.5. Holding of No-festival:
No-festival will be held on 5th, 6th and 7th of November, 2010.

IV. Jury of No-festival

4.1. Jury of No-festival includes artists, art critics, culture experts, art curators, producers and representatives of other creative professions.

4.2. The founders of No-festival guarantee, that in the jury will be no person somehow or other connected with making of the competitive work.

V. Nominations of No-festival

— Video art (the Main program);
— Animation.

VI. Awards of No-festival

— Grand prix in the main program;
— The Prize for the best animation;
— The Prize of the spectators’ sympathy;

It is allowed to jury and organizers of No-festival to mention works with a special prize.

VII. Financing of No-festival

7.1. Financing of No-festival is accomplished in direct (monetary) and indirect (accordance of auditoriums, polygraphic production, awards, etc) forms.

7.2. Financing is accomplished according to the approved budget due to sponsoring and charitable contributions.

VIII. The participation in No-festival

8.1. The participation in the festival is free of charge.

8.2. Several works from one author can be accepted, but only one work from one author will be chosen for the contest.

8.3. Videos for the Main contest and for Animation program must be no longer then 12 minutes.

8.4. In the contest program take part only videos, which were made not before January 1st, 2009.

8.5. Works must be written on DVD discs (without compression, without copy protection).

8.6. Works of the foreign authors must be provided with subtitles in English or with a text decoding. Subtitles must be not built in, but have a separate track.

8.7. Sent video copies won’t be returned back to authors and will form the festival archive. The executive committee has the right to show the works to public in the Internet on the site of No-festival. The works of the participants of the contest program will be shown after festival in Russia and abroad. If the participant doesn’t want his work to be shown after festival, he must provide the committee with an extract from the work which he considers necessary.

8.8. Authors, willing to offer their works for the participation in No-festival, must sent their applications at latest September 20th, 2010.

8.9. How to fill the application:
For the participation in the festival you OBLIGATORY need to
fill an application form on the site of No-festival; you should also give a link, where your work can be download (use file hosting services, as rapidshare.com, megaupload.com, mediafire.com etc; LINKS ON YOUTUBE AND OTHER VIDEO COMMUNITIES ARE NOT ACCEPTABLE)
— or fill an application form on the site of No-festival and send a disc with a work by mail. All envelopes from foreign participants should be marked with an inscription: «no commercial value — for cultural purposes only».
